Instagram Reels generally holds a slightly higher bitrate ceiling, so text and fast motion often look a touch sharper in a downloaded Reel than an equivalent TikTok clip.
What actually affects quality more than the platform
The original upload resolution matters more than either platform's compression settings. A 1080p source will look better downloaded from TikTok than a 480p source downloaded from Instagram.
Re-shared or reposted content (a TikTok reposted to Reels, for example) loses quality with every generation, regardless of which platform you finally download it from.
